Reference your 124/Hong Kong/6 (C.A.4) of 22nd August.

I return herewith a draft directive to the Military Governor Hong Kong, which is in principle the same as yours, but with certain changes.

2. As you will see we propose to include general provisions in Part I, which incorporates paragraphs 1 and 11 of your draft of your Civil Affairs Directive.

The Chiefs of Staff decisions on these are not yet complete, which is the cause of my delay in replying to you.

4. We suggest having the Civil Affairs paragraphs as a separate Part II. There are certain minor drafting amendments with which I expect you can agres.
